     Amended the student handbook: capped stipends at Fall 2002 rate of tuition and to allow the President to set stipend amounts automatically; capped maximum stipend at a double stipend/semster; language change of "tuition" to "stipend".

     Amended Sec. 3.1.2.C., Academic Misconduct Review Committee to add the Judicial Affairs Officer as a non-voting, ex-officio member and making the Judicial Affairs Office the records repository for the committee.
