     URC concensus:  Since resources are limited, awards for start-up funding should be made to highly selected new faculty who show promise          
of garnering external support. Also that URC should also support existing faculty

     Established Research Challenge Institutional Plan funding priorities:
1) new faculty start-up funding; 
2) established faculty scholarship support;
3) "seed money" to assist in garnering external funding.
Consensus:  Better understanding of the strategic importance of faculty resaerch is needed on the part of the University community, as well as the general public.

	Approved that in addition to the elected representative from the graduate faculty, the Associate Dean be a voting member on the URC.

	Amended resolution of 4/13/10 to make the Associate Dean a non-voting member on the URC.
